SECOND STABLES BREAK IN
There has been another break in to stables, this one was at a property on Tattenhall road. Although considerable damage was done to the entrance door & it's lock, nothing was taken. It was reported on Monday 13th April however due to the place being vacant it may have been broken into anytime during the last seven days when it was last inspected.

ATTEMPTED THEFT OF TACK
            Overnight Tuesday/Wednesday 8/4/09  Thieves attempted to break in to a tack room in search of saddles etc at a farm in the Newton -by - Tattenhall area. They failed only because of the extra security that was fitted. Please report any unsolicited callers at remote properties immediately & pass on warnings to secure any horse related equipment.

WANTED: PEREGRINE WATCH VOLUNTEERS.
 

Dear residents

                   The following is a request for volunteers for the reforming of the 24 hour Peregrine Watch that is starting in April
& based below Beeston Castle.

                  I would be particularly grateful if you could spare anything from an hour onwards in keeping both this valuable  local asset safe from travelling thieves, as well as the wider
area in which we all live.I stress it is only observation &  not confrontation that is necessary. All dubious vehicles & their occupants are logged in an incident book, additional listening devices for the nest site & IR night sights may also be available. The information collected is also extremely useful to the wider area in the event of any general criminal activity taking  place locally.It has proved highly succesful in the past, with arrests & recovery of stolen antiques that occurred within 24hours, along with the discouragement of poachers & thefts of farm equipment  thanks to the Watch's records.

Dear All,

The Beeston pair produced three young this year and they were doing well until a report was received that the nest site may have been raided late on the night of Tuesday 20th May.

 

This loss was confirmed on the 2nd June when a ringing party in the presence of BBC cameras descended to the now deserted nest. Various samples from the nest area were taken for DNA. 

Many of us regard the Beeston pair as THE Cheshire peregrines and is one of less than a handful of traditionally productive nests in the County. 

The species is a slow reproducer with seldom more than four successful fledglings and usually less than half that on average. 

The lost of these young birds is tragic for the birds and for raptors generally in the county. Most of you will have seen the press items recently regarding various types of attack on this magnificent species and now our birds have become part of those statistics. 

The raiding of this nest in 1992 led to the formation of the Beeston Peregrine Watch in 1993 which proved highly successful. 

It would therefore be appropriate to reconvene the watch for 2009. 

We need to start getting our act together now. If you are willing to give 4 hrs each week from mid April to July let me know and I will get things moving.

I was appalled recently to learn of the robbery of three peregrine falcon chicks from the well-known nest site at Beeston Castle. According to police reports, a team of six men climbed down the cliff armed with ropes and rucksacks and made off with the young peregrines. The incident has been widely reported in both local and national newspapers, radio and TV.

 

People locally are shocked by this incident. Peregrines began nesting at the site, managed by English Heritage, in the late 1980's and quickly became a familiar and magnificent spectacle for visitors to enjoy. In spite of their success nationally, the peregrine remains a very rare breeding bird in Cheshire with only five pairs breeding annually in the county. Consequently, the loss of an entire brood of young birds is very serious.

 

The enforcement authorities believe the chicks were  stolen to supply birds for the illegal trade in live falcons. This is particularly worrying given recent announcements by the Biodiversity Minister, Joan Ruddock, to the effect that she is considering removing the peregrine from Schedule 4 of the Wildlife and Countryside Act 1981. This is the list of species that must be registered with Defra if kept in captivity. Most stolen wild birds are laundered into the commercial market for captive birds by being passed off as ‘captive bred’. Registration has been essential in locating and identifying birds for DNA testing to allow the enforcement authorities to check captive breeding claims. According to the RSPB, criminal convictions for these crimes decreased dramatically after DNA evidence was first introduced in 1992 resulting in many commercial falcon dealers being convicted, and some imprisoned.  The RSPB are adamant this it is only because of the registration records that the authorities were able to trace
the suspect birds for DNA testing. Peregrine  nest robberies have declined steadily since DNA testing was introduced.

 

This is the first time the Beeston Castle site has been robbed since 1992. Following that incident, a nest watch scheme was set up involving local volunteers and the police, which allowed the birds to nest in peace. After running successfully for twelve years the scheme was eventually disbanded because of the reduced threat due to the high profile of the nest site both locally and via the BBC. The birds continued to nest successfully. As a result of this year's robbery, we  are now in the process of having to reconvene a new nest watch scheme to provide the peregrines with protection again.

 

It is very worrying that the Beeston nest has been robbed again so soon after the minister's announcement that she intends to remove the requirement to register captive peregrines. Is this a foretaste of things to come? It would be wholly unacceptable if, as a result of the government's actions, many of your constituents had to give up their spare time to volunteer for nest protection duties when this seems to have been a problem that the bird registration scheme and DNA testing had largely overcome. You may consider it coincidence that this theft occurred so soon after the government indicated its failing support for this legislation.

 

I would be very grateful if you would express concerns to the Minister over her intention to remove peregrine from Schedule 4 and ask her to reconsider her actions in the light of the worrying developments at Beeston Castle.

Apology for the delay, but here is the update for last March

There were 41 reported incidents.

14 were road collision and highways incidents.

There has been a slight rise in  suspicious vehicles especially in the

Hargrave and Beeston area.

Illegal lampers have been coursing in Tiverton, Harthill and Milton Green.

A few youth incidents on the Flacca and several local drivers have been warned about anti social driving. Youths on motorcycles in the Keysbrook area.

Yesterday (6th April) a Dark colured Vauxhall Corsa drove past the Barbour Institute and a glass bottle was thrown and smashed by the war memorial.

The vehicle had front end damage and the registration started with L51.  Any information in confidence to myself.

Cash Machine Scam

Although we have had no recent reports of incidents of cash machine scams in Chester, the following is useful advice in connection with the attached warning and good practise when operating cash machines. Also in general look for any tampering with the immediate area surrounding the slot area (eg added fake card slot)

The way to avoid this (see attachment describing ATM scam) is to run your finger along the card slot before you put your card in. the sleeve loop has a couple of tiny prongs that the thieves need to get the sleeve/ loop out of the slot  and you will be able to feel them.

There are a variety of crimes involving ATM machines, ranging from slight of hand, misdirection, harassment to armed robbery. High-tech or no-tech, some people will stop at nothing to separate you from your hard-earned cash. You can keep yourself and your savings safe by exercising some common sense at the cash machine:

· Avoid ATMs in poorly lit areas.

· Avoid ATMs in confined spaces that may
  make it easy for a criminal to corner you.

· Always shield your hands from prying eyes
  while entering your PIN.

· Don't allow others to distract you from the
  task at hand.

· Avoid lingerers. If people insist on hanging
  around while you use the machine, cancel
  your transaction and go somewhere else.

· Never give your PIN to anyone, in person
  or over the phone.

Please do not be taken in by the fact that scams have not been reported. Before Christmas I was put to some considerable trouble when it turned out that my bank card had been cloned and was being used to draw money in Germany. The only place I had used it was in Chester but nothing was reported because it only came to light days or even weeks after it had been copied - I didn't know where the crime had taken place and once the money was paid back into my account the only loser was the bank and they dealt with the matter in their own way. I don't suppose they want to draw too much attention to the matter and in any case they are not based in Chester so probably wouldn't report it in Chester anyway. Fraud against banks is not recorded in the crime statistics that we see in chester as it is not against a person or their private property. I was told (when speaking to the bank about  my case) that they were overwhelmed with the paperwork that results from such crimes. There is a lot of it about and you should all be VERY careful!

This incident has not taken place in our immediate area, however it is better to be forewarned.  It involved someone pretending to be from BT trying to extract the credit card details over the telephone for a supposed unpaid bill or they would cut off their phone.   BT say they would never do this over the phone, if you want to check a call from BT, hang up & ring 1471 and there will be an 0800 number confirming that BT has called.   NEVER GIVE AN ACCOUNT OR CREDIT CARD DETAILS OUT to callers.  Please ensure elderly neighbours or relatives are aware of this.

Cold Callers

Trading Standards are keen to know of all incidents of cold calling, door to door sales dusters/pictures etc, tree loppers, tarmacers, callers requesting scrap metal etc. in a constant effort to combat potential doorstep crime.  There is a telephone number to ring should they call at your door and are there at the time, or still in the area.  Trading Standards operates a van with TS officers that will come out immediately to gather details from these callers.  If they feel it necessary they can request Police to attend.  The number is 0845 1132500 the cold caller will not know that you have rung Trading Standards.  The officers will act as if they are carrying out a general sweep of that area and your identity need not be disclosed.   However it is important that you ring as soon as possible for them to be effective. 

For the telephone cold callers like EEC etc. you can sign up to the Telephone Preference Service banning calls generated in this country.  It is totally free and the number to register is 0845 0700707.

Should any cold callers contact you after a certain date specified on registration - please take as much detail as possible, name /firm/location/tel no. and report them to the service. 

Should you need help in summoning Trading Standards van to your cold caller please contact me ASAP.
