FAO:  LOCAL COUNCIL CLERKS IN THE CHESHIRE WEST AND CHESTER AREA
  
As you may be aware, the next Census will be taking place in 2011.  The Office for National Statistics (ONS) had developed a programme of work leading up to this including a large scale exercise to check postal addresses up and down the country.  This is because next April, the majority of people will be sent their Census form via Royal Mail and it is important that the address list is as accurate as possible, so that every household receives a form.
 
The Council's Research, Intelligence & Consultation Manager recently received a courtesy call from the 'Census Address Co-ordinator' for our area.  From 7th May, teams from ONS will be walking around local streets in the Borough, checking that lists of postal addresses match what is actually there on the ground.  They may also knock on a few doors and speak to residents, just to confirm address details. 
 
From 21st May, ONS will start to check addresses of communal establishments, such as care homes.  Again, they may knock on a few doors.
 
They don’t expect any issues, but were just making us aware in case we receive calls from residents about the work.

RED PICKUP
Observations please for the occupants of a red Transit Pickup reg
K538 WCX seen Friday 12th FEB at 11-15am  2 men, one smallish,
40ish, the other one older and balding.
They were again seen later, both on the Burwardsley Rd in Tattenhall & later that day in Bunbury, on all occasions in suspicious circumstances. Please inform the Police quoting incident numbers 379 & 456 of 12/02/10 if seen in similar circumstances in your areas.

FOUND:  MONDAY 13TH DEC 2009

Do you, or any one else know of anybody who have lost a set of keys recently. A set of three keys have been found on the Burwardsley road. They have a distinctive ring attached that resembles a souvenier of  a European city. They are presently with PC Tony Owens at Dragon Hall Police Station 08945 4586377.

FOUND: BRACELET.

The morning after Halloween I found a bracelet outside our front door (34 Greenlands), presumably dropped by one of the trick-or-treaters who visited the night before. The last callers were a group of about 6 teenage girls, so it probably belongs to one of them. It doesn't look particularly valuable but it may have sentimental value to the owner.

Cash Machine Scam

Although we have had no recent reports of incidents of cash machine scams in Chester, the following is useful advice in connection with the attached warning and good practise when operating cash machines. Also in general look for any tampering with the immediate area surrounding the slot area (eg added fake card slot)

The way to avoid this (see attachment describing ATM scam) is to run your finger along the card slot before you put your card in. the sleeve loop has a couple of tiny prongs that the thieves need to get the sleeve/ loop out of the slot  and you will be able to feel them.

There are a variety of crimes involving ATM machines, ranging from slight of hand, misdirection, harassment to armed robbery. High-tech or no-tech, some people will stop at nothing to separate you from your hard-earned cash. You can keep yourself and your savings safe by exercising some common sense at the cash machine:

· Avoid ATMs in poorly lit areas.

· Avoid ATMs in confined spaces that may
  make it easy for a criminal to corner you.

· Always shield your hands from prying eyes
  while entering your PIN.

· Don't allow others to distract you from the
  task at hand.

· Avoid lingerers. If people insist on hanging
  around while you use the machine, cancel
  your transaction and go somewhere else.

· Never give your PIN to anyone, in person
  or over the phone.

Please do not be taken in by the fact that scams have not been reported. Before Christmas I was put to some considerable trouble when it turned out that my bank card had been cloned and was being used to draw money in Germany. The only place I had used it was in Chester but nothing was reported because it only came to light days or even weeks after it had been copied - I didn't know where the crime had taken place and once the money was paid back into my account the only loser was the bank and they dealt with the matter in their own way. I don't suppose they want to draw too much attention to the matter and in any case they are not based in Chester so probably wouldn't report it in Chester anyway. Fraud against banks is not recorded in the crime statistics that we see in chester as it is not against a person or their private property. I was told (when speaking to the bank about  my case) that they were overwhelmed with the paperwork that results from such crimes. There is a lot of it about and you should all be VERY careful!

Monthly Update

Here is the monthly update for August 2010

There were 62 recorded incidents.

17 incidents were highways and vehicle collision related. This was mainly due to fallen trees following the recent high winds.

Theft of trailers continues across the region. Mostly Ifor Williams type trailers.

The price of scrap metal continues to rise and as a result thefts continue. Be aware of stolen drain grids along the roads and footpaths as this is an easy option for the thief but dangerous for any road user.

We are having a many reports of suspicious vehicles. Usually vans and pick ups that are calling at addresses and asking for scrap or work on gardens. People have also been seen going around the houses when occupants are out. These incidents are of interest to us.

We have reports of youths causing annoyance in the vicinity of the village centre into the early hours. High visibility patrols will continue but it is hoped this will ease once school holidays have ended.

Kirby Cleaners have recently been targeting Tattenhall and surrounding areas. They are renowned for their ‘persistent’ selling techniques. Although they are not breaking the law, do not be pressured into buying anything you do not want.

There have also been a number of reports of cold calling on the telephone to residents, asking personal questions about how many occupants reside in the house or whether it is alarmed. Please bear in mind any elderly or vulnerable residents in our area.

Cold Callers

Trading Standards are keen to know of all incidents of cold calling, door to door sales dusters/pictures etc, tree loppers, tarmacers, callers requesting scrap metal etc. in a constant effort to combat potential doorstep crime.  There is a telephone number to ring should they call at your door and are there at the time, or still in the area.  Trading Standards operates a van with TS officers that will come out immediately to gather details from these callers.  If they feel it necessary they can request Police to attend.  The number is 0845 1132500 the cold caller will not know that you have rung Trading Standards.  The officers will act as if they are carrying out a general sweep of that area and your identity need not be disclosed.   However it is important that you ring as soon as possible for them to be effective. 

For the telephone cold callers like EEC etc. you can sign up to the Telephone Preference Service banning calls generated in this country.  It is totally free and the number to register is 0845 0700707.

Should any cold callers contact you after a certain date specified on registration - please take as much detail as possible, name /firm/location/tel no. and report them to the service. 

Should you need help in summoning Trading Standards van to your cold caller please contact me ASAP.
